Can I use Cyber Alarm without GOOSE VPN?

Unfortunately this is not possible. Because Cyber Alarm works in the VPN tunnel, a VPN connection to a Cyber Alarm server is required. Without a VPN connection no metadata, and therefore no threats, can be scanned.
